What the company says
Jollibee's official FAQ states that it does not guarantee any of its products to be halal or kosher, and gives three reasons: variation in food suppliers and ingredient sources, use of shared kitchen equipment, and the various requirements for halal certification.
That's a published corporate position. There's no ambiguity to resolve and no certificate to go looking for.
Why people expect otherwise
Jollibee operates halal-certified restaurants in some Muslim-majority markets overseas. Those operations are real — they're just not these ones. Assuming the Philippine or Malaysian standard carries over to a Scarborough location is the single most common way people get this wrong.
